Finishing a Basement Floor

Sometimes, when you finish off a basement, luck is on your side. The existing concrete floor is smooth, level and dry. All you have to do is put down a layer of indoor/outdoor carpet and the floor is finished. Other times, things aren’t quite so easy. Maybe the floor is wet. Maybe it’s cold. And maybe it’s just not smooth enough to take a carpet. What to do?
