Finishing a Basement Floor

Sometimes, when you finish off a basement, luck is on your side. The existing concrete floor is smooth, level and dry. All you have to do is put down a layer of indoor/outdoor carpet and the floor is finished. Other times, things aren’t quite so easy. Maybe the floor is wet. Maybe it’s cold.
